Hernando's One-Day Watering Limit Now Runs Through March 2027: What Spring Hill and Brooksville Buyers and Sellers Should Do
Hernando County homeowners will stay on one-day-a-week lawn watering through March 31, 2027. The Southwest Florida Water Management District voted on September 22, 2026 to extend its Modified Phase III "Extreme" Water Shortage order. For Spring Hill, Brooksville, and Weeki Wachee, that means brown lawns and tight irrigation windows will be part of the fall and winter market, so listing prep and home shopping need to plan around them.
The rules haven't changed; the order just runs six months longer. Below: what's allowed, what it means if you're selling, what to look for if you're buying, and what your HOA can and can't require.
Why were Hernando County's watering restrictions extended to March 2027?
It hasn't rained enough. The District says the region got below-average rainfall in both the 2025 and 2026 rainy seasons. The 12-month rainfall deficit through August 2026 was 15.4 inches. Tampa Bay Water's C.W. Bill Young Regional Reservoir held 7.87 billion gallons as of September 20, which is about half its capacity.
This isn't just a Hernando rule. The same order covers all of Citrus, Pasco, Hillsborough, Pinellas, and several other counties. So if you're comparing homes in Spring Hill, Hudson, and Homosassa, every one of them is under the same drought conditions.
District staff told the board that a strong El Niño pattern could bring more winter rain, according to Hernando County Community's coverage of the September 22 meeting. For now, though, the strictest tier stays in place.
What are the watering rules in Spring Hill and Brooksville right now?
Hernando County's September 25, 2026 notice confirms the schedule. Your watering day depends on the last digit of your address:
- 0 or 1: Monday
- 2 or 3: Tuesday
- 4 or 5: Wednesday
- 6 or 7: Thursday
- 8 or 9, or no address: Friday
- Weekends: no lawn irrigation
On your day, sprinklers can run from midnight to 4 a.m. or from 8 p.m. to midnight. Hand watering, soaker hoses, and micro-irrigation (low-volume drip lines) are allowed any day, but only before 8 a.m. or after 6 p.m. The rules apply to private wells, reclaimed water, lakes, and ponds too, not just county water.
One detail matters for anyone getting ready to sell: Hernando County's notice says no aesthetic pressure washing of homes is allowed. The District's order does allow pressure washing to prepare a surface for painting or sealing. The District also tells utilities to issue citations without a warning first, so this is a bad time to guess at the rules.
Can my HOA still fine me for a brown lawn in Hernando County?
This is the question we hear most in deed-restricted neighborhoods around Spring Hill and Brooksville. The order says no HOA or other entity may enforce deed restrictions or community standards that would require more water use. That includes replacing plants to meet looks standards and pressure washing.
In plain English: a letter demanding new sod or a pressure-washed driveway during the shortage conflicts with the District's order. If you get one, reply politely and point to the order. Keep a copy for your records. If you're selling, a buyer's agent may ask whether there are open HOA violations, so settle any questions early.
Every HOA and deed restriction is different, so check with your HOA board or a real estate attorney before making changes.
Does a drought-stressed yard hurt a Nature Coast home sale?
Every seller in Hernando, Citrus, and Pasco has the same water limits, so buyers are comparing brown lawns to other brown lawns. But first impressions still count, especially now that homes are taking longer to sell. Redfin's August 2026 data shows Hernando County homes took a median of 76 days to sell, up from 56 a year earlier, with a median sale price of $325,660 (down 0.86% year over year).
When homes sit longer, buyers take a closer look at the ones that seem well cared for. Clean beds, fresh mulch, healthy potted plants, and a tidy entry do more for you than a lawn you're not allowed to water.
What should buyers do?
- Look past the lawn and at the systems. A dry yard in Weeki Wachee or Spring Hill this winter is normal. Ask your inspector or an irrigation pro to run each zone and check for broken heads, leaks, and timer problems.
- Ask about the well. Many Brooksville-area and rural Hernando homes use private wells, and the watering limits apply to them too. Ask for recent service records and include the well in your inspection plan.
- Read the HOA documents with the order in mind. Find out whether any open violations involve landscaping, and remember an HOA can't enforce standards that would require more water during the shortage.
- Budget for the yard later. If the lawn is stressed, plan on some landscaping money once restrictions ease. Don't overpay now for a lush lawn you can't keep up.
What should sellers do?
- Stage the yard with things that don't need a sprinkler. Mulch, edging, trimmed shrubs, and potted plants you hand-water before 8 a.m. or after 6 p.m. are within the rules.
- Skip cosmetic pressure washing. If you're repainting or sealing anyway, that prep work is allowed. Otherwise, clean by hand and lean on good photos of the interior.
- Service the irrigation system and set the timer to your day. Buyers notice a working, rule-compliant system, and it avoids a citation while your home is on the market.
