Florida Home Insurance Rates Are Finally Falling: Should Hernando County Homeowners Shop Their Policy Before Renewal?
Florida approved another round of homeowners insurance rate cuts on September 22, 2026: decreases of 3.2% to 10.4% for four insurers, covering more than 62,000 policies, according to the Office of Insurance Regulation (OIR). For Hernando County homeowners, the takeaway is simple: when your renewal arrives, shop it, even if the price didn't go up. That's the advice from the head of Citizens Property Insurance, too.
Here's what changed, how many Hernando, Citrus, and Pasco homeowners have already moved off Citizens, and how insurance should fit into your plans if you're buying or selling on the Nature Coast.
Are Florida home insurance rates really going down in 2026?
For more companies, yes. OIR approved these decreases, which take effect at each policy's renewal:
- One Alliance North America: −10.4%, 17,148 policies
- Vyrd: −10.4%, 26,751 policies
- Safe Harbor: −4.1%, 10,501 policies
- Unique: −3.2%, 8,266 policies
The bigger trend is the direction. OIR says the 30-day average requested homeowners rate change is −4.8%, compared with −1.1% a year ago and +5.2% five years ago. Since January 2024, 48 companies have filed for decreases and 53 have asked for no change. Insurance Commissioner Mike Yaworsky said pending requests range from −0.3% to −19.7%, and he expects "more aggressive rate cuts" going into 2027.
One caveat: a rate filing is an average. Your own premium depends on your home, roof, location, and coverage, and OIR notes that individual rates vary.
How does Hernando County compare to the rest of Florida?
The clearest local signal is Citizens, the state-backed insurer of last resort. Citizens' county report shows 3,950 personal residential multiperil policies in Hernando County as of August 31, 2026, down from 6,692 on December 31, 2025. That's about 41% fewer in eight months. Nearby counties follow the same pattern: Citrus went from 3,284 to 1,949, and Pasco from 11,879 to 7,342 over the same period.
Statewide, Citizens had about 255,000 policies as of September 18, down from roughly 1.4 million in September 2023, CEO Tim Cerio told the board on September 23. Private companies are competing for Florida homes again, and that includes older block homes in Spring Hill and rural properties around Brooksville.
For context, OIR's market overview lists an average admitted-market homeowners premium of $3,736 including wind, according to Florida Realtors' September 24 report. That average doesn't include Citizens or surplus lines.
Should I shop my homeowners insurance even if my renewal didn't go up?
Yes, according to Citizens. "If you see an increase, you should shop your policy," Cerio said at the September 23 board meeting. "Even if it's flat, you really should" shop around.
This matters more than usual right now. With mortgage rates high, buyers are already stretched on the loan, and insurance is the other big piece of the monthly payment. Lower premiums help current owners keep costs down, and they help sellers because buyers can afford more.
What documents help a Florida homeowner get a better insurance quote?
Private carriers price risk, so paperwork that proves your home is lower-risk helps. Ask an independent agent which of these they want for your home:
- Wind mitigation inspection: a report showing roof-to-wall connections, roof shape, and opening protection, which can qualify for credits
- 4-point inspection: roof, electrical, plumbing, and HVAC condition, often required on older homes
- Roof age proof: the permit or invoice from your last roof replacement
- Upgrade receipts: impact windows, shutters, water heater, electrical panel

What should buyers do?
- Get insurance quotes during your inspection period, not after. Ask for the seller's wind mitigation and 4-point reports as soon as you're under contract on a Spring Hill or Brooksville home.
- Get quotes from more than one company. Citizens' Hernando count dropped 41% this year because private companies are writing policies again, so use that competition.
- Work the full payment. With rates where they are, check principal, interest, taxes, and insurance before you set your price ceiling.
- Ask about the roof early. Roof age often drives both whether you can get coverage and what it costs. Know it before you negotiate repairs.
What should sellers do?
- Order or find your wind mitigation report before you list. Upload it with your disclosures so buyers can get quotes on day one.
- Gather roof, electrical, and plumbing records. Clean paperwork keeps a Hernando sale from stalling in the inspection period.
- Shop your own policy now. If your renewal is coming up while you're listed, a lower premium lowers your holding costs.
